A billboard in Nazareth actually called for such an attack. The “moderate” Fatah has also called for such attacks. And the Islamic State issued this call in September 2014:

Hit their police, security, and intelligence members as well as their traitorous agents. Destroy their beds. Live their lives for them and be busy with their own. If you can kill an unbeliever American or European – especially the hateful and filthy French – or an Australian, or a Canadian, or any other unbeliever from among the warring infidels, including citizens of countries that have entered into an alliance against the Islamic State, then trust in Allah, And kill him by any means or means whatever… If you can’t find an IED or a bullet, take out the unbelieving Americans, French or any of their allies. Crush his head with a stone, or slaughter him with a knife, or Run him over with your carOr throw him from a high place, or strangle him, or poison him…

JERUSALEM (AP) – A suspected assailant drove his car into several pedestrians in East Jerusalem on Friday, killing two and wounding five others before being shot dead, Israeli police said, the latest in an escalation of violence in the contested capital.
The alleged car crash took place at a bus stop in the Jewish settlement of Ramo in East Jerusalem. Tensions rose in the Israeli-occupied east after seven people were killed in the deadliest attack in Jerusalem in more than a decade by Palestinian gunmen on January 27.
Police did not identify the dead but the Israeli rescue service said earlier that its medics were treating six people, including two children, in critical condition under CPR. It said two men, aged 27 and 30, were unconscious and in critical condition, while two others were in moderate condition, including a 40-year-old. Police said an off-duty officer shot and killed the suspected attacker at the scene…
Islamic militant groups Palestine Islamic Jihad and Hamas, which rules the Gaza Strip, praised the suspected attack but did not immediately claim responsibility.
Police identified the critically injured children as ages 5 and 6. Footage from the scene shows police and paramedics plunging into a blue Mazda that crashed into a bus stop. Bloody corpse lying on the side of the road…
